Access 2003 duplicate autonumbering

Our commercial application (VB exe and C dll front end, Access db) compacts
user dbs monthly. Last month we moved user dbs to Access 2003 and we are now
seeing a rash of application failures due to Access 2003 Bug ID 884185 in
various tables.

We know how to repair (reseed) a table when the issue occurs, but how do we
PREVENT the issue from reoccuring every month or with every compaction? What
causes this issue?

Tables are accessed through ODBC, using Jet 4.0 SP8. Thanks.
