MS Access Multiuser - Error about Admin state

Error about Admin state

I have a 97 database an am experiencing the following problem:

When a user tries to add or update a record from a form they are sometimes
popped an error message stating something like "Unable to save record. User
#12345 has Admin status..."

There is no rhyme or reason to this happening, it sometimes happens in my
development version where I am the only user.
