web based data entry not loading when access is locked

I have a web based data entry with multiple users. The users for the
most part open the page data enter and submit the info to a micrsoft
access 2000 database.

Recently, it seems the page (which uses prepoluating information from a
table in the database) doesnt open and stays static till a timeout
error occurs.

When I check the database directory, the lock file is there, but no one
is in a table, there are only people in the queries.

I have no idea why this started all of a sudden, is there any thing I
can check or look at to prevent this?
