Author Multiple users working in file no longer allowed

Since switching to Microsoft XP multiple users can no longer access the same
file. Everyone can get in and run queries, however, if you try to create a
new query you get the Unable to open File, File Already in Use error. I have
checked security on the folder that the database is located in. I have given
everyone full access to the folder. Individually each user can go in to the
file and create queries. But no one if multiple users are logged into the
database. Anyone have any suggestions on what step I am missing.
