....dock a Project on the Toolbar, exit VFP 8, enter VFP 8 and the Project
was still docked on the Toolbar. In VFP 9 each time that I re-enter VFP 9
the Project is positioned in the upper left corner of the screen. Is there
any way to regain the old functionality?

Works for me. Are you sure you're using a FOXUSER resource file?
