How to set the Form Designer to be on top of Command window?

| In VFP6, when I have Form Designer and Command window, clicking on either one
will bring the clicked one to the front so it won't be covered at all. In
VFP8, this seems to be changed, clicking on one will only make it the active
one but part of it may still be covered. How can I configure VFP8 to behave
like VFP6?

In Vfp8 many IDE windows can be made Un/Dockable by right-clicking
the titlebar.
