The DEVDB database service will begin to limit the number of concurrent=20
sessions that a given database user can create. The current limit is "no =

limit", meaning that any user can spawn database sessions up to a=20
certain hardcoded database limit. This situation is not desirable since=20
the database service can remain effectively blocked rejecting new=20
legitimate connections.

The limit will be set to 20 concurrent sessions per user.

This constraint will be enabled on Monday 19-Sep-2005
