Error during initialization of replication publisher !

I have a server I've set up a push subscription on.   It successfully
created the publisher end but when I add a  subscriber it gets this error:

Cannot find the user  'DataDeveloperAccess
', because it does not exist or you
do not have permission.

DataDeveloperAccess is a Database role I've created in each of our
databases.  It definitely exists on the publication server which seems to be
the one complaining.  It doesn't exist on the subscriber yet as it hasn't
completed the initialization process and loaded the initial snapshot before
getting this error.

Any ideas on what could cause this?  I'm like really stuck here.  I have NOT
been having a good experience with replication so far.
