Unable to send job completion notification
Every few weeks this pops up and notification emails (sent every hour
during the work day) aren't sent.  Stopping and starting SQL Agent
seems to fix it on an ad hoc basis, but is there any way to prevent
this and ensure reliably consistent notifications?  Thanks.

Only by implementing that on your own, by writing the data to a scratch
table, pulling the data from there to send out the notifications.
